By 1999 the possibly impromptu efforts at entertaining the visitors awaiting entry to the village had evolved into a three-way dispute between the mayor, Lord Chancellor Cromwell, and the Bishop of Canterbury. (Puddleton had borrowed money for the festival and was unable to repay Cromwell before the festival was held. And, it seems that the village treasurer had forgotten to pay Canterbury the tithes owed the church.) Below are the village officials and some of their relatives.
